Emergency Project Manager Mozambique Pemba

About the role

The Norwegian Refugee Council (NRC) is seeking an Emergency Project Manager to lead the Rapid Response Mechanism (RRM) for its consortium in Pemba, Mozambique. The role will be based in the area office and will oversee emergency and cash‑based interventions, ensuring high‑quality delivery for displaced persons and returnees.

Key responsibilities

• Implement and coordinate the RRM across the consortium, reporting to the Area Manager.
• Lead and manage the emergency response teams in Pemba and Mueda, including performance management, recruitment and staff development.
• Develop and execute digital voucher responses and pool‑fund mechanisms in collaboration with partners.
• Prepare and monitor project budgets, spending plans and donor reports.
• Ensure compliance with NRC policies, donor requirements and local regulations.
• Provide technical direction, capacity‑building and skill transfer to project staff.
• Liaise with local authorities, humanitarian actors and other stakeholders.

Required profile

• Minimum three years of senior‑level experience in humanitarian programming or project management.
• Proven experience managing emergency cycles, cash‑based assistance and multi‑partner consortia.
• Strong leadership and people‑management capabilities.
• Ability to analyse context developments and produce timely alerts.
