Employee Relations and Safeguarding Lead

About the role

The Employee Relations and Safeguarding Lead will be based in Maputo and will oversee the development and management of the organization’s administrative, financial, human‑resources and logistics functions. Reporting to the Country Representative and working closely with headquarters in France, the role ensures compliance with donor regulations while strengthening the capacity of the local support team.

Key responsibilities

• Design and implement structures, procedures and tools for finance, accounting, HR and logistics services.
• Monitor and update financial reporting and audit tracking tools.
• Review and improve payroll processes and related tools.
• Ensure donor compliance in the use of project funds across multiple large‑scale initiatives.
• Lead and develop a support team of three staff in Maputo and four staff at project sites.
• Coordinate with technical focal points, program teams and the Country Representative to align support services with project needs.
• Provide technical and functional liaison with the headquarters financial controller, HR manager, logistics manager and CFO.

Required profile

• Proven experience managing finance, HR and logistics functions in an international NGO or similar environment.
• Strong knowledge of donor regulations and compliance requirements.
• Demonstrated ability to lead and develop multidisciplinary teams.
• Excellent communication skills in English; fluency in Portuguese is an advantage.
• Willingness to be based in Maputo and travel to project sites as needed.
