Government and Partnerships Lead – Mozambique

About the role

The Government and Partnerships Lead will be the primary point of contact for government engagement, partner coordination and stakeholder collaboration for an AGYW‑focused HIV programme in Mozambique. Working closely with national, provincial and district ministries, as well as civil society and youth‑led organisations, the role aims to strengthen programme implementation, sustainability and impact.

Key responsibilities

• Build and maintain strong relationships with relevant government ministries, departments and agencies at national, provincial and district levels.
• Represent the programme in technical working groups, coordination forums and strategic consultations.
• Support the implementation of government engagement strategies and align programme activities with national HIV, AGYW, SRHR, community health and youth priorities.
• Facilitate collaboration between programme teams and government stakeholders, including participation in planning, review and learning processes.
• Monitor policy developments, provide strategic insights to programme leadership and coordinate approvals, stakeholder consultations and project entry processes.
• Identify and promote opportunities for the project to contribute to policy, systems strengthening and government priorities.
• Develop and maintain productive relationships with CSOs, NGOs, youth‑led organisations and development partners to enhance programme outcomes.

Required profile

• Proven experience in government engagement and partnership management within the health sector.
• Strong understanding of national HIV, AGYW, SRHR, GBV and community health priorities.
• Ability to build trusted relationships with public sector and civil‑society stakeholders.
• Experience in policy monitoring, evidence dissemination and supporting systems strengthening.
