Senior Technical Advisor, Tobacco Control, Eastern and Central Africa Region

About the role

Vital Strategies is seeking a Senior Technical Advisor for Tobacco Control in the Eastern and Central Africa Region. This full‑time remote position, based in Mozambique, will lead collaborations with governments and partners to advance the Tobacco Control Accelerator Fund.

Key responsibilities

• Act as the focal point for tobacco control in Mozambique, Angola, São Tomé and Príncipe, and Guinea‑Bissau, representing Vital Strategies at high‑level meetings.
• Engage ministries and civil society to secure political support and strengthen policy implementation.
• Provide technical assistance, conduct policy environment analyses, and ensure alignment with WHO FCTC best practices.
• Manage grants, monitor project performance, conduct site visits, and produce regular progress reports.

Required profile

• Master’s degree or higher.
• Minimum ten years of progressive health sector experience.
• Deep understanding of government systems in Mozambique, Angola, São Tomé and Príncipe, and Guinea‑Bissau.
• Fluency in written and spoken English and Portuguese.

• Strong knowledge of public health policy, government relations, and tobacco control.
• Comprehensive project and grant management abilities.
• Leadership and people management experience.
