Health Financing Advisor – Mozambique

About the role

The Global Programme BACKUP Health, funded by the German Federal Ministry for Economic Cooperation and Development, is looking for a Health Financing Advisor to support sustainable financing and integration of HIV, TB and malaria services into Mozambique’s national health system. The position is based in Maputo and works closely with the Ministry of Health, the Global Fund and other development partners.

Key responsibilities

• Engage national and international stakeholders to develop and implement sustainable financing options for HTM, including innovative financing, cost‑effectiveness analysis and domestic resource mobilization.
• Provide strategic advice on Global Fund grant development, public financial management, social health protection and integration of disease‑specific services into primary health care.
• Identify, plan and monitor technical support measures that advance HTM integration, coordinating with government agencies, development partners and the Global Fund country team.
• Track developments of other global financing mechanisms (GAVI, GFF, World Bank, WHO) and represent the programme in health‑financing working groups and networks.

Required profile

• Master’s degree in health financing, health economics, public health or a related field.
• At least 10 years of professional experience in health financing, public financial management and/or social protection, preferably with the Global Fund or German development cooperation.
• Demonstrated experience working in Mozambique and familiarity with the country’s health‑governance and financing architecture.
• Business‑fluent proficiency in Portuguese and English.

• Advanced use of MS Office 365 (Excel, PowerPoint, Word).
• Experience with national digital health‑financing management and expenditure‑tracking tools.
