Human Rights Officer (TJO)

About the role

The Human Rights Officer (TJO) will be based in the OHCHR Country Office in Maputo, reporting to the Representative or designee. The role involves monitoring, investigating and reporting on compliance with international human rights and humanitarian law, and providing strategic advice to UN and national actors.

Key responsibilities

• Conduct substantive monitoring of human rights and international humanitarian law implementation and follow‑up on recommendations from UN mechanisms.
• Collect, document and analyse evidence‑based information on civil, cultural, economic, social and political rights, integrating gender and "leave‑no‑one‑behind" perspectives.
• Lead human rights monitoring and field verification missions, including early‑warning exercises, and produce comprehensive reports.
• Carry out fact‑finding or investigative missions to document violations while ensuring victim and witness protection.
• Draft, review and disseminate human rights reports, briefings and analytical papers to inform policies, programmes and crisis management.
• Advise national counterparts on drafting technical inputs for constitutions, legislation and security‑sector reforms that meet international standards.

Required profile

• Experience in monitoring and investigating human rights and humanitarian law compliance.
• Proven ability to analyse complex data and produce evidence‑based reports.
• Familiarity with UN methodologies, gender indicators and victim protection standards.
• Capacity to advise and support national authorities on legal and policy reforms.
