About the role

The United Nations Environment Programme (UNEP) is seeking a consultant to support the implementation of its Critical Energy Transition Minerals (CETM) project in Mozambique. The specialist will assess policy gaps, develop reform recommendations, and facilitate stakeholder consultations to enhance investment readiness for critical minerals.

Key responsibilities

  • Draft a comprehensive report on gaps and needs of Mozambique’s policy, legislative and institutional frameworks for CETM investment readiness.
  • Develop actionable recommendations for reform based on the gap analysis.
  • Facilitate stakeholder consultations and validation workshops, integrating outcomes into final recommendations.
  • Prepare and deliver presentations on findings and recommendations.
  • Produce a report on enhancements to the policy package informed by country readiness assessments and stakeholder feedback.
  • Provide regular progress updates to UNEP, UNECA and other partners.

Required profile

  • Advanced university degree (Master’s or equivalent) in environmental law, mining law, public law, regulatory governance or a related field.
  • Minimum five years of progressive experience in environmental law/policy in Mozambique.
  • Experience in legal and policy research, analysis or advisory work related to the mining sector.
  • Previous work with international organisations or academic institutions is an advantage.
  • Excellent written and oral English communication skills.
