Local Content Advisor

About the role

Heading Moçambique is recruiting a Local Content Advisor based in Maputo. The role supports the development and execution of local content strategies and manages contracting activities so that company requirements and local regulations are met. It acts as a key interface between internal stakeholders, suppliers, contractors and partners, with a strong focus on contracts and contractor management.

Key responsibilities

• Support the development and execution of local content and contracting strategies aligned with business goals, regulatory requirements and local participation targets
• Integrate local content requirements into high-value contracts from tender to close-out, negotiate the best outcomes and track local content activities
• Monitor local content performance and contractors' compliance through regular tracking and reporting
• Lead the development of the local content portion of support packages for regulatory engagements and approvals
• Facilitate collaboration between business units, procurement, legal teams, contractors, suppliers and regulatory authorities
• Mentor and provide on-the-job training to local team members

Required profile

• Bachelor's degree in Business Administration, Supply Chain Management, Procurement, Law, Marketing or a related field
• At least 7 years of experience in local content, contract management, supply chain or related fields
• Experience in energy, oil and gas, infrastructure or industrial sectors, with knowledge of contract management and local content programs
• Experience engaging with contractors, government authorities, NGOs, local communities, financial institutions and other external stakeholders
• Excellent written and spoken English

Required skills

• Organizational, project management, procurement/contracting and multitasking skills
• Analytical thinking, problem solving and strong negotiation skills
• Knowledge of Mozambican local content legislation, contracting processes, commercial agreements and supplier management is an asset
