About the role
The Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL) Manager will lead the PMEAL function for Johanniter International Assistance programmes in Mozambique. Reporting to the PMEAL Coordinator, the manager ensures that evidence on programme performance is generated, analysed and used to improve quality, accountability and learning across sectors such as nutrition, health, WASH, disaster risk reduction and livelihoods.
Key responsibilities
- Design, implement and maintain PMEAL systems, frameworks and tools in line with global standards and donor requirements.
- Oversee indicator definition, log‑frame development, data collection, reporting, evaluation and learning processes.
- Lead and mentor the PMEAL team and build capacity of partner staff.
- Champion community feedback mechanisms and ensure accountability to affected populations.
- Contribute to strategic monitoring of global indicators and country‑level strategy.
- Collaborate with the Global Strategy and Learning team and other PMEAL colleagues to adapt the international PMEAL strategy to the Mozambique context.
Required profile
- Proven experience in planning, monitoring, evaluation, accountability and learning within humanitarian or development programmes.
- Strong understanding of sectoral programmes in nutrition, health, WASH, disaster risk reduction and livelihoods.
- Demonstrated ability to lead teams, provide technical guidance and foster capacity building.
- Excellent analytical skills and ability to translate data into actionable recommendations.
- Commitment to the values of Johanniter, including inclusivity, safeguarding and partnership approaches.
Required skills
- Experience with PMEAL frameworks, indicator development and log‑frame methodology.
- Knowledge of data collection, analysis and reporting standards in humanitarian settings.
- Ability to manage community feedback and accountability mechanisms.
