Protection Program Manager - Cabo Delgado

About the role

Helpcode has operated in Mozambique since 1988, and in Cabo Delgado since 2021, responding to the humanitarian emergency caused by armed conflict and displacement. Its protection response covers protection monitoring, referrals, prevention, mitigation, and responses to gender-based violence, child protection and women's socio-economic empowerment, funded by ECHO, OCHA and private donors. The Protection Program Manager works under the direct supervision of the Head of Program in Pemba and with technical support from the HQ Protection Specialist, overseeing the overall operation, planning, human resources, technical quality and external representation of the protection programme.

Key responsibilities

• Review weekly and monthly operational plans from field coordinators, solve logistical bottlenecks and ensure ECHO, OCHA and private donor projects run in synergy
• Conduct regular field visits to supervise rollout and quality
• Supervise project HR (national staff, protection officers, social workers, case workers, community facilitators), set objectives, evaluate performance, recruit national protection staff and organise training such as GBV case management, PSS and safeguarding
• Ensure compliance with HR policies, the Code of Conduct, PSEA and child safeguarding policies
• Control technical quality against Sphere, CPMS and GBV minimum standards, and lead internal and external reporting for donors
• Oversee data collection, protection monitoring tools and complaint and feedback mechanisms with strict confidentiality
• Represent Helpcode in the regional Protection Cluster, GBV and Child Protection areas, and engage with UN agencies, local authorities and NGOs
• Coordinate referral pathways, monitor project spending and procurement plans, and ensure field teams follow security SOPs

Required profile

• Minimum 2 years of field experience in humanitarian, early recovery or development programmes
• Proven project and program management, team leadership and field operations experience
• Experience in donor relations, cluster coordination and stakeholder engagement
• Fluency in spoken and written Portuguese and English is mandatory
• Previous experience in Mozambique and in the protection sector are strong assets
