Social Policy International Consultant (PF4C)

About the role

The Social Policy International Consultant (PF4C) will support UNICEF Mozambique in analysing public finance management, preparing budget briefs and memos, and strengthening resource mobilisation for children‑focused programmes. Working remotely, the consultant will collaborate with the Social Policy Officer, programme sections, the Centre of Excellence and external partners.

Key responsibilities

• Conduct public finance management analysis and explore AI‑driven budget analysis tools.
• Prepare the 2026 Social Protection Budget Brief, analysing financing trends, allocations and programme coverage.
• Develop the 2027 Budget Memo, assessing macro‑fiscal context and government priorities.
• Build and maintain a budget database to support future Early Childhood Development budget briefs.
• Produce a Nutrition Budget Brief and a simplified expenditure‑tracking matrix for national and sub‑national monitoring.
• Support resource mobilisation by contributing to funding proposals and mapping fundraising opportunities.
• Create a roadmap for strategic engagement with the Government of Mozambique ahead of the Global Early Years Finance Summit 2027.
• Map and develop a workflow framework for PF4C engagement with programme sections.

Required profile

• Proven experience in public finance management, budgeting and social protection analysis.
• Familiarity with UNICEF policies, programmes and remote collaboration tools.
• Strong analytical and report‑writing abilities.
• Experience working with government agencies and international partners.
• Ability to deliver high‑quality outputs within tight timelines.
