Social Policy International Consultant – UNICEF (Remote, Maputo)

About the role

UNICEF is seeking an experienced Social Policy International Consultant to support its Mozambique Country Office. Working remotely from Maputo, you will provide analytical and strategic support on public finance management, budgeting, and resource mobilisation for child‑focused programmes.

Key responsibilities

• Conduct public‑finance‑management analysis, leveraging AI‑enabled budget tools.
• Prepare the 2026 Social Protection Budget Brief and the 2027 Budget Memo, analysing trends, allocations and macro‑fiscal context.
• Develop and maintain a budget database for future Early Childhood Development budget briefs.
• Produce a Nutrition Budget Brief and an expenditure‑tracking matrix for nutrition spending.
• Support resource mobilisation by contributing to funding proposals and mapping donor opportunities.
• Design a roadmap for strategic engagement with the Government of Mozambique ahead of the Global Early Years Finance Summit 2027.
• Map and develop a workflow framework for PF4C engagement with programme sections.

Required profile

• Advanced degree in economics, public finance, social policy or a related field.
• Proven experience in budget analysis, public‑finance‑management or social‑protection financing.
• Strong analytical skills and ability to work independently with remote teams.
