Technical and Vocational Education (TVE) Expert

About the role

The Technical and Vocational Education (TVE) Expert will join UNESCO’s Mozambique office in Maputo to support the design, development and coordination of TVET, skills development, literacy and non‑formal education programmes. Working under the Head of Office and the Senior Education Coordinator, the UN Volunteer will contribute to UNESCO’s mission of quality education and lifelong learning.

Key responsibilities

• Assist in the formulation and revision of national TVET and skills development policies in line with UNESCO’s TVET Strategy (2022‑2029).
• Design and develop programmes, projects and outreach activities for TVET, literacy and non‑formal education.
• Coordinate implementation of assigned activities, ensuring alignment with UNESCO’s standards and local priorities.
• Promote UNESCO’s visibility and partnerships through stakeholder engagement, advocacy and resource mobilisation.
• Support monitoring, reporting and knowledge‑sharing across UNESCO teams and external partners.

Required profile

• Advanced degree in Education, Technical and Vocational Education, Development Studies or a related field.
• Proven experience in TVET policy development, programme design or implementation, preferably in a developing‑country context.
• Strong understanding of lifelong learning, literacy and non‑formal education concepts.
• Excellent communication and coordination skills, with ability to work with government, NGOs and international partners.
