Technical Officer – Laboratory Systems

About the role

The Technical Officer (Laboratory Systems) will support the EpiC Global Health Security project in Mozambique, providing technical and operational assistance to the Laboratory Specialist. The role focuses on strengthening laboratory quality, biosafety, biosecurity, procurement, and data integration to advance national health security and One Health objectives.

Key responsibilities

• Provide technical support for biosafety, biosecurity, risk assessments, specimen management, and outbreak response, including surge capacity.
• Assist in implementing laboratory quality management systems (ISO/IEC 17025, ISO 15189, SLIPTA, SLMTA) through gap assessments, audits, documentation, and accreditation preparation.
• Support procurement processes by developing technical specifications, evaluating equipment, overseeing installation, commissioning, and lifecycle management.
• Strengthen laboratory information systems and integrate laboratory data into national surveillance platforms.
• Plan and deliver training, training‑of‑trainers, mentorship, and supportive supervision; conduct field visits to monitor implementation.
• Coordinate with government counterparts, provincial laboratories, and partners; prepare technical reports, work plans, and donor deliverables.

Required profile

• Bachelor’s degree in Veterinary Medicine, Medical Laboratory Science, Biomedical Science, Microbiology, or a related health science discipline.
• Minimum four years of progressive experience in laboratory systems strengthening, quality management, or public‑health/veterinary laboratory programs.
• Hands‑on experience with microbiology, molecular diagnostics, and laboratory quality systems.
• Proven ability to conduct assessments, develop improvement plans, and provide technical assistance.
• Fluency in Portuguese and professional working proficiency in English.
