Technical Officer – Stock Pre‑Positioning (Global Health Security)

About the role

The Technical Officer – Stock Pre‑Positioning will support the EpiC Global Health Security project in Mozambique by managing emergency preparedness commodities, ensuring operational readiness, and coordinating rapid deployment during outbreaks. Based in Maputo, the role works closely with the Ministry of Health, provincial authorities and partner agencies.

Key responsibilities

• Support quantification exercises and forecasting for priority outbreak response commodities.
• Establish and maintain systems to track stock levels, storage locations, expiry dates and availability of emergency supplies.
• Monitor inventory, produce routine stock status reports and identify gaps for replenishment.
• Plan and coordinate the positioning and movement of commodities based on risk assessments and preparedness priorities.
• Participate in technical working groups, provide training and mentorship on commodity management, and document lessons learned.

Required profile

• Bachelor’s degree in public health, pharmacy, supply chain, logistics or related field (Master’s preferred).
• Minimum four years of experience in public health emergency preparedness, outbreak response logistics or supply chain management, preferably in Mozambique.
• Experience working with NGOs, government agencies or private sector partners.
• Ability to work in field environments, spend long hours on a computer and lift up to 5 lb.

Required skills

• Proficiency with Microsoft Office Suite (including Excel) and Microsoft Office 365.
• Experience using SharePoint for document and data management.
• Familiarity with virtual collaboration tools such as Zoom and Microsoft Teams.
• Strong analytical ability to interpret data, generate reports and solve problems.
