Technical Programme Manager – Digital Health & Transformation

About the role

The Technical Programme Manager will provide day‑to‑day technical coordination and programme management support for a major Digital Health programme in Mozambique. Embedded across the Ministry of Communications and Transport (MCTD) and the Ministry of Health (MISAU), the role reports to the Senior Digital Transformation Advisor and acts as the technical focal point for Digital Health while also contributing to broader digital transformation initiatives.

Key responsibilities

• Serve as the technical focal point for Digital Health activities.
• Coordinate implementation workstreams across MCTD, MISAU, PIUs, implementing agencies and partners.
• Maintain implementation plans, action trackers and milestone monitoring.
• Identify delivery risks and support timely resolution and escalation.
• Support broader digital transformation initiatives as requested.

Required profile

• Proven experience in technical coordination and programme management for digital transformation initiatives.
• Ability to work across multiple government ministries and external partners.
• Strong stakeholder‑engagement and communication skills.
