WASH Program Development Manager

About the role

The Norwegian Refugee Council (NRC) is expanding its WASH response in Mozambique and seeks an energetic Programme Development Manager to lead the design and implementation of an integrated, partnership‑based WASH strategy. You will work closely with local water authorities, NGOs, private sector partners and donors to build durable, localized solutions.

Key responsibilities

• Lead the development of the WASH Core Competency (CC) strategy, Theory of Change and macro‑level Logical Frameworks.
• Provide technical oversight and quality assurance for all WASH projects across the country office and area offices.
• Ensure compliance with NRC policies, donor requirements and contractual commitments.
• Contribute to fundraising by drafting proposals, budgets and donor reports.
• Identify trends in technical standards and donor priorities to keep programmes up‑to‑date.
• Deliver training and capacity‑building for WASH and Shelter staff.
• Represent NRC in national coordination mechanisms, clusters and donor forums.
• Promote the rights of IDPs and returnees in line with NRC’s advocacy strategy.

Required profile

• Proven experience in designing and managing WASH programmes in humanitarian or development contexts.
• Strong track record of partnership‑based responses with local authorities, NGOs and private sector actors.
• Ability to work collaboratively, solve complex problems and drive integrated programming.
• Excellent communication skills and experience representing an organization in stakeholder forums.
