WASH Specialist - Pemba, Mozambique

About the role

The WASH Specialist leads the planning, design, implementation, monitoring and quality assurance of all Water, Sanitation and Hygiene activities in Mozambique, in communities and health facilities, ensuring objectives are met on time and in line with technical standards and donor requirements. Reporting to the Programme Coordinator, the role covers WASH infrastructure from design and technical specifications through construction supervision and operation and maintenance, as well as hygiene promotion and infection prevention and control. The position is based in Pemba with travel to districts, on a service provider consultancy contract of approximately one year.

Key responsibilities

• Lead planning, implementation, monitoring and evaluation of WASH activities, develop annual, quarterly and monthly work plans and ensure compliance with policies, donor requirements, technical standards and national regulations.
• Prepare designs for water supply, sanitation, handwashing stations and waste management infrastructure, draft technical specifications and bills of quantities, and supervise construction, site inspections and contractor ESHS compliance.
• Oversee safe water supply, sanitation facilities and hygiene promotion in communities, including water quality monitoring, emergency water interventions and distribution of hygiene kits with post-distribution monitoring.
• Assess WASH conditions in health facilities, support WASH and IPC standards, train staff, and develop operation and maintenance plans.
• Develop monitoring tools, analyse data, write technical reports and ensure timely donor reporting.
• Supervise WASH staff, coordinate budgets and procurement, and represent MENTOR in WASH Cluster meetings and with government and partner authorities.

Required profile

• Degree in Civil Engineering, Water/Environmental Engineering, Public Health or a related field.
• Proven technical expertise in WASH infrastructure design and supervision, and in WASH in health facilities and IPC.
• Strong experience in construction supervision, contractor management, BoQs, site inspections and ESHS compliance.
• Familiarity with emergency WASH interventions, climate-resilient and inclusive designs, and experience in conflict or emergency settings (Mozambique, especially Cabo Delgado, is an advantage).
• Track record in M&E, budget management, procurement coordination and donor reporting in international NGOs.
• Fluent written and spoken Portuguese and English.
