Youth Programme Development Manager

About the role

The Youth Programme Development Manager will lead the design, development and implementation of NRC's youth programme in Mozambique, starting in Mueda. The role provides technical leadership to create education and livelihood pathways for young people while ensuring alignment with NRC’s broader strategic objectives.

Key responsibilities

• Set up and recruit the youth programme team and manage day‑to‑day implementation in line with the approved grant.
• Hold overall responsibility for the youth programme budget as the budget holder.
• Maintain existing partnerships and identify new collaboration opportunities based on programme needs.
• Develop and revise the youth programme strategy and produce technical tools and resources that complement NRC’s education programme.
• Integrate programme activities and staff across area offices as the programme grows.
• Ensure harmonisation and consistency across all offices through coordination and technical training.
• Represent NRC on national working groups (Youth, Education, Protection, Livelihoods) and on donor‑led platforms.
• Conduct regular reflection sessions with field staff to inform programme development.
• Coordinate with core‑competency specialist teams for integrated programming.
• Oversee technical implementation in all area offices and document learning for programme iteration.

Required profile

• Minimum 5 years of experience in technical or operational youth programme management.
• Experience working in complex, volatile contexts.
• Proven results in similar responsibilities.
• Experience coordinating with external actors and developing technical capacity.
• Fluency in Portuguese and English (written and verbal); Spanish is a plus.
• Ability to work independently, meet short deadlines and multi‑task.
• Understanding of the youth sector and stakeholders in Mozambique is an advantage.

• Contract: 18‑month fixed‑term.
• Travel allowance: 40%.
• Salary/benefits: Grade 9 on NRC’s scale.
