Advocacy Manager – Humanitarian Diplomacy (Pemba, Mozambique)

About the role

The Norwegian Refugee Council is seeking an Advocacy Manager to lead its humanitarian diplomacy initiative in Pemba, Mozambique. The role will strengthen the organisation’s advocacy and communications efforts, ensuring principled humanitarian action across the country and internationally.

Key responsibilities

• Identify and coordinate NRC’s advocacy response to priority humanitarian, displacement and protection issues at national and international levels.
• Develop and implement an advocacy and communications strategy aligned with the country’s overall programme.
• Provide line‑management for the advocacy and media team, including budgeting, staff development and administrative oversight.
• Deliver systematic training on advocacy, data protection and social‑media standards for relevant staff.
• Produce high‑quality analysis, policy briefs, position statements and other public‑facing advocacy products.
• Represent NRC with key stakeholders, strengthen advocacy networks and seize joint‑advocacy opportunities.
• Liaise with NRC country, regional and global offices to ensure coherent messaging and maximise impact.
• Lead or contribute to coordination fora such as Advocacy Working Groups, Protection Sector meetings and INGOs forums.
• Develop and execute a humanitarian‑diplomacy strategy for Mozambique.

Required profile

• Proven experience in advocacy, communications or policy work within the humanitarian sector.
• Demonstrated ability to manage teams and oversee budgets.
• Strong analytical skills with experience producing evidence‑based policy documents.
• Excellent stakeholder‑engagement capabilities at national and international levels.
• Understanding of humanitarian principles, displacement dynamics and protection issues.
