Human Rights Officer (TJO)

About the role

The Human Rights Officer (TJO) will be based in the OHCHR Country Office in Maputo and will report directly to the Representative. The role focuses on monitoring, evaluating and advising on the implementation of international human rights and humanitarian law, supporting UN and national authorities in protecting civilians and promoting accountability.

Key responsibilities

• Lead and coordinate monitoring of human rights and international humanitarian law implementation, ensuring follow‑up on recommendations from treaty bodies, UPR, special procedures and investigative findings.
• Collect, document and quality‑control evidence‑based information on civil, cultural, economic, social and political rights, integrating gender and "leave no one behind" perspectives.
• Produce and substantively review human rights reports, briefings and analytical papers to inform strategies, policies, programmes and crisis management.
• Gather, verify and analyse multi‑source information on thematic and country‑specific human rights situations, ensuring methodological compliance.
• Provide substantive advice and technical support to national and regional counterparts to strengthen human rights systems, complaints mechanisms and victim support services.
• Ensure mainstreaming of human‑rights considerations within assigned areas of responsibility.
