Key Expert – Development Coordination (Mozambique)

About the role

The project aims to strengthen coordination mechanisms and policy dialogue processes in Mozambique, especially in cooperation areas with the European Union. As a Key Expert you will support the effective functioning of working groups and coordination platforms, helping align development cooperation with national priorities and contribute to public administration reform.

Key responsibilities

• Facilitate and monitor the performance of sectoral Working Groups and coordination platforms.
• Prepare briefing notes, synthesis papers and policy reports that translate complex technical discussions into clear recommendations.
• Provide analytical input to policy formulation, alignment of EU initiatives (Team Europe, Global Gateway) with Mozambique’s National Development Strategy.
• Engage with national stakeholders, including ministries and public administration bodies, to ensure effective implementation of reforms.
• Support cross‑sectoral dialogue in areas such as digital development, transport, energy, education, agriculture, climate change, blue economy, private sector development and public financial management.

Required profile

• Minimum 6 years of professional experience in one of the listed thematic areas.
• Proven experience navigating development cooperation and multi‑stakeholder environments.
• Strong understanding of Mozambique’s public administration processes and local context.
• Excellent analytical and drafting abilities, with a track record of producing high‑quality policy documents.
• Fluency in English and Portuguese.
• Interest in aligning international support with Mozambique’s National Development Strategy.
