Senior Technical Advisor, Tobacco Control, Eastern & Central Africa Region

About the role

Vital Strategies is seeking a Senior Technical Advisor to lead tobacco control initiatives across the Eastern and Central Africa region. Based remotely in Mozambique, the advisor will support the Tobacco Control Accelerator Fund by providing strategic guidance, technical assistance, and policy expertise to governments and NGOs.

Key responsibilities

• Serve as the primary liaison with government agencies, partners, and grantees in Mozambique, São Tomé and Príncipe, and Guinea‑Bissau.
• Advance the implementation of best‑practice tobacco control measures through grant management and technical support.
• Develop and promote evidence‑based public health policies and interventions.
• Coordinate regional collaborations and monitor progress against fund objectives.
• Provide policy analysis, advocacy, and capacity‑building to strengthen national tobacco control frameworks.

Required profile

• Extensive experience in public health policy, tobacco control, and government relations.
• Deep understanding of African governmental systems, especially in the target countries.
• Proven ability to work independently in a remote, full‑time capacity.
• Strong communication skills and experience collaborating with multi‑sectoral stakeholders.
