Consultancy for Development of National Nutrition Action Plan

About the role

UNICEF is seeking a consultant to support Mozambique's Ministry of Health in developing a comprehensive National Action Plan for Nutrition within the health sector. This 7‑month, home‑based assignment will guide evidence‑based actions across the life cycle, targeting vulnerable populations and aligning with national and international standards.

Key responsibilities

• Prepare an inception report and define the working methodology.
• Compile and analyse evidence on the current nutrition programme, including document reviews and stakeholder consultations.
• Develop strategic nutrition lines covering promotion, prevention, treatment and rehabilitation.
• Draft a costed action plan with clear targets, indicators and timelines.
• Facilitate validation workshops and finalise the Action Plan.

Required profile

• Proven experience in nutrition programme development and health sector planning.
• Familiarity with national health strategies, international nutrition guidelines and multi‑sectoral coordination.
• Ability to produce costed plans, set indicators and work collaboratively with government and UN partners.
• Strong analytical and report‑writing skills.
