Head of Programme Design and Development – Maputo

About the role

The Head of Programme Design and Development will lead Save the Children’s strategic portfolio analysis, partnership development and high‑impact programme design for Mozambique. Reporting to the Director of Programme Development and Quality, the role shapes innovative, evidence‑based programmes that deliver results for children across development and humanitarian contexts.

Key responsibilities

• Lead the design of new projects and programmes, integrating learning from implementation and aligning with organisational strategy.
• Identify and develop strategic growth opportunities, donor and corporate partnerships, and non‑traditional business models.
• Oversee the preparation of proposals, business cases and funding applications, ensuring quality and compliance.
• Collaborate closely with technical specialists, MEAL, advocacy, campaigns and implementation teams to ensure programme relevance and impact.
• Provide strategic input to the Extended Leadership Team and support senior leadership in decision‑making.

Required profile

• Extensive experience in programme design, development and partnership management within the development or humanitarian sector.
• Proven ability to lead strategic portfolio analysis and secure funding from diverse donors.
• Strong understanding of results‑based management and child safeguarding principles.
• Excellent communication and stakeholder‑engagement skills.
