Climate PFM Expert (m/f/x) – Mozambique

About the role

Enabel is seeking a Climate‑Responsive Public Finance Management (PFM) Expert to support Mozambique’s climate‑risk programme. The role will guide the development of climate‑aligned budgeting tools, train senior officials, and ensure public finance practices meet international climate commitments.

Key responsibilities

• Provide high‑level technical advice, review consultant outputs and produce policy briefs for senior management.
• Coordinate with donor groups, bilateral and multilateral partners, and the Coalition of Finance Ministers for Climate Action.
• Design and roll out a national climate‑responsive PFM capacity‑building programme, including manuals, training materials and courses.
• Support the adoption of the Climate‑Responsive PFM Toolkit and adapt international best practices to the Mozambican context.
• Promote evidence‑based inter‑ministerial dialogue and strengthen engagement with civil society, the private sector and other stakeholders.

Required profile

• Proven experience in public finance management, preferably in climate‑related projects.
• Strong understanding of climate finance frameworks such as the Paris Agreement, NDCs and Helsinki Principles.
• Experience working with ministries of Finance, Planning, Economy, Agriculture or Environment.
• Excellent analytical, writing and presentation skills.
