Consultant – National Nutrition Action Plan Development (Mozambique)

About the role

UNICEF is seeking an experienced consultant to support the Ministry of Health of Mozambique in designing a comprehensive National Action Plan for Nutrition within the health sector. The consultancy will be home‑based and will span seven months, focusing on evidence‑based actions that improve nutrition across the life cycle.

Key responsibilities

• Prepare an inception report and define the working methodology.
• Compile and analyse evidence, including evaluation of existing nutrition programmes and the country’s nutritional situation.
• Develop strategic lines of nutrition interventions throughout the life cycle.
• Draft a costed action plan with clear targets, indicators and timelines.
• Facilitate validation workshops and deliver the final action plan.

Required profile

• Proven experience in nutrition programme planning and policy development.
• Familiarity with health sector structures and multi‑sectoral coordination (e.g., education, agriculture, social services).
• Ability to work under the supervision of a UNICEF Nutrition Specialist and in close collaboration with the Ministry of Health.
• Strong analytical and report‑writing skills.
