Strategic Framework Consultant for Maternal & Neonatal Health (EWENE)

About the role

UNICEF is seeking a consultant to lead the development of the EWENE strategic framework, focusing on maternal and newborn health in Mozambique. The consultant will work remotely with periodic travel to field sites and stakeholder meetings.

Key responsibilities

• Conduct a literature review of existing Mozambican EPMM and ENAP/PACRN documents and relevant global studies.
• Engage with national technical groups, the National Public Health Directorate, and other health authorities to map intervention areas.
• Visit a rural health centre, a district hospital, and a provincial hospital to assess service quality.
• Facilitate two workshops, integrate stakeholder input, and draft the final strategic framework (30‑50 pages, Portuguese).
• Prepare an English translation, a PowerPoint presentation in both languages, and a budget outline.

Required profile

• Advanced university degree (Master’s or higher) in Health or Public Health.
• Minimum five years of experience working on RMNCAH programmes in Mozambique.
• Fluency in Portuguese and English.
