Deputy Country Director for Programs, Cabo Delgado

About the role

Solidarités International (SI) is looking for a Deputy Country Director for Programs (DCDP) for its Cabo Delgado mission in Mozambique. The post covers the overall supervision, quality and strategic orientation of programmatic operations and MEAL systems, supervising Program Managers and the MEAL Manager and working closely with the Area Coordinator and field teams. The mission is currently operating from three bases (Pemba, Mueda and Mocímboa da Praia) and is entering a new phase with emergency funding and a 3-year development project.

Key responsibilities

• Supervise ongoing programmes across all bases and the technical departments (WASH, FSL, RRM Coordination and MEAL)
• Strengthen MEAL systems and use monitoring data effectively for programmatic decisions
• Ensure quality closure of ending projects and structured launch of new ones (April–May 2026)
• Reinforce compliance with donor requirements and internal procedures
• Clarify roles, workflows and coordination between Program, MEAL and Support departments
• Lead proposal development with Project Managers, Technical Coordinators and the Grants Department
• Strengthen collaboration with provincial and district authorities, clusters and partners

Required profile

• Degree in humanitarian action, development, international law or another technical field related to the humanitarian sector
• 3-4 years of experience in the humanitarian sector and 3-4 years in a similar position
• English mandatory; Portuguese is a strong asset; Spanish or Italian is an asset

• MEAL systems and accountability mechanisms, and donor compliance and reporting
• Information management, planning and coordination across bases
• Ability to supervise teams and adapt programming to a volatile security context

What we offer

• Salaried position, from EUR 3,300 gross per month depending on experience, plus a monthly per diem of USD 750
