Local Economic Development & Private Sector Development Expert

About the role

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) International Services is seeking a specialist to lead the design and implementation of local economic development (LED) strategies in northern Mozambique. The expert will work closely with municipalities to create an enabling environment for private sector growth, investment, and job creation.

Key responsibilities

• Provide technical expertise on LED approaches and market‑systems development.
• Support municipalities in drafting and executing LED strategies.
• Facilitate public‑private dialogue platforms at the local level.
• Identify and promote value‑chains and local economic opportunities.
• Strengthen MSMEs and local business ecosystems.
• Design incentive mechanisms such as grants and performance‑based approaches.
• Ensure integration of economic and governance dimensions.
• Contribute to monitoring results and assessing economic impact.

Required profile

• Master’s degree in economics, business development, development studies or a related field.
• Excellent written and spoken English and Portuguese.
• Minimum 6 years of professional experience in LED, private‑sector development or market‑systems development.
• Proven experience working with SMEs, value‑chains and local economic systems.
• Demonstrated facilitation experience with public and private stakeholders.
