Monitoring, Evaluation & Learning (MEL) Manager

About the role

The Monitoring, Evaluation & Learning (MEL) Manager will lead the design, implementation and continuous improvement of country‑level MEL systems for the FCI project. Reporting to the Country Project Director and Technical Director, the role ensures high‑quality data collection, analysis and reporting to inform program decisions and align with national health information systems.

Key responsibilities

• Develop, review and implement the country MEL plan, indicator reference sheets and data collection tools, adapting the global framework to the local context.
• Lead data collection, entry, cleaning, analysis, interpretation and reporting of performance and contextual indicators.
• Conduct routine data quality assessments, verification and review meetings to maintain data integrity.
• Prepare donor and government reports, dashboards, narratives and technical presentations.
• Provide timely data, dashboards and analysis to senior management for adaptive decision‑making.
• Align country MEL activities with national M&E guidelines, HMIS/DHIS2 and disease‑specific platforms.
• Collaborate with ministries of health, community health agents, faith‑based organizations and implementing partners to integrate reporting requirements into national systems.

Required profile

• Proven experience managing MEL systems in health or humanitarian projects at a senior level.
• Strong understanding of national health information systems (HMIS, DHIS2) and donor reporting requirements (e.g., DATIM, GHSD).
• Ability to work with government agencies, NGOs and private health providers.
