National Consultant – Technical Assistance for ProSAS & Case Management

About the role

UNICEF is seeking a National Consultant to provide technical assistance for the implementation of the ProSAS system and case management across Nampula, Niassa, and Cabo Delgado provinces. The role is office‑based in Maputo with travel to the provinces and will last approximately 6.5 months.

Key responsibilities

• Provide technical support for the rollout and operationalization of ProSAS and case management tools.
• Build capacity of government counterparts and development partners through training and mentorship.
• Monitor field activities, supervise implementation, and ensure data quality using both qualitative and quantitative methods.
• Develop technical reports, operational guidance, workplans, and funding requests.
• Support digital information management systems, including case management information platforms.

Required profile

• Bachelor’s degree in social sciences, International Relations, Development Studies or related field.
• Minimum 10 years of progressive professional experience in social policy, social protection, child protection, case management or related programmes.
• Demonstrated experience designing, implementing, and monitoring cash‑plus or child‑sensitive social protection interventions.
• Proven experience working with the Government of Mozambique and relevant ministries.
• Fluency in English and Portuguese (written and spoken).

Required skills

• Strong knowledge of Social Policy, Social Protection, Child Grants, Case Management, and ProSAS.
• Proficiency in Power BI, KoBoToolbox, and Microsoft Excel.
• Experience with digital case management information systems is an asset.
