National Consultant – Technical Assistance for ProSAS & Case Management

About the role

UNICEF is seeking a National Consultant to provide technical assistance for the implementation of the ProSAS system and case management across Nampula, Niassa, and Cabo Delgado provinces. The role is office‑based in Maputo with regular travel to the provinces and will support the Social Policy Specialist in strengthening social protection services.

Key responsibilities

• Support design, implementation, monitoring and technical assistance of cash‑plus and child‑sensitive social protection programmes.
• Provide capacity‑building and coordination with the Government of Mozambique and development partners.
• Conduct field monitoring, supervision, data collection and analysis using qualitative and quantitative methods.
• Develop technical reports, operational guidance, workplans, funding requests and programme documentation.
• Assist with digital information management systems, including Case Management Information Systems.

Required profile

• Bachelor’s degree in social sciences, international relations, development studies or related field.
• Minimum 10 years of progressive experience in social policy, social protection, child protection or case management.
• Proven experience working with Mozambican government ministries and institutions responsible for social welfare.
• Fluency in English and Portuguese (written and spoken).
