Procurement External Governance & Compliance Lead

About the role

Heading Moçambique is recruiting a Procurement External Governance & Compliance Lead to be based in Maputo. The role acts as the main interface between Procurement and external stakeholders, coordinating governance, approvals and regulatory engagements to support procurement and contracting activities. It manages interactions with regulatory authorities, co-venturers and venture partners so that approvals are obtained on time and governance requirements are met.

Key responsibilities

• Prepare, coordinate and submit procurement and contracting approval packages to regulators, venture partners and co-venturers
• Manage external governance processes and approval workflows, ensuring timely responses and stakeholder alignment
• Act as liaison between Procurement and external entities, maintaining effective communication
• Coordinate governance reviews and help procurement teams meet approval and compliance requirements
• Track, monitor and report the status of external approvals, governance submissions and performance metrics
• Facilitate responses to stakeholder inquiries and requests for additional information

Required profile

• Bachelor's degree in Business Administration, Engineering, Law, Supply Chain Management or a related discipline
• At least 5 years of experience in Procurement, Supply Chain, Contracting, Regulatory Affairs, Governance or a related commercial function
• Demonstrated knowledge of Procure-to-Pay processes, including sourcing, tendering, contract award and contract management
• Experience managing external stakeholder engagements, approval processes and governance requirements
• Experience preparing executive presentations, approval submissions and performance reports
• Fluent in Portuguese and English
