Programme Director – Green Value for Growth (GV4G) Mozambique

About the role

TechnoServe is seeking a dynamic Programme Director to lead the implementation of the €54 million Green Value for Growth (GV4G) programme in Mozambique. The role will act as the central coordination point for a multi‑partner consortium, ensuring alignment, governance and donor compliance across soy, cashew and coffee value‑chain activities.

Key responsibilities

• Coordinate overall programme implementation from inception to closeout, meeting objectives, contractual deliverables and EU donor requirements.
• Facilitate adaptive management, enabling teams to respond to market, political, environmental and operational changes.
• Oversee integrated annual work planning, budgeting, implementation tracking and reporting across consortium partners.
• Ensure effective liaison between technical teams and support functions such as finance, procurement, grants, MERL, compliance and operations.
• Identify and resolve implementation bottlenecks, operational dependencies and cross‑functional risks.
• Lead consortium governance structures (PMT, SMT, CLC) to promote collaboration, accountability and continuous learning.

Required profile

• Proven experience in managing large, multi‑partner development programmes, preferably in agriculture or climate‑resilient value chains.
• Strong understanding of EU donor compliance, grant management and results‑based monitoring.
• Excellent stakeholder management and communication skills to work with private‑sector partners, government agencies and international donors.
• Ability to drive strategic decision‑making and foster collaborative governance.
• Experience with budgeting, financial oversight and reporting in complex projects.
