Senior Officer, WASH

About the role

The IFRC Maputo Cluster Delegation, based in Mozambique, provides representation and support to the National Societies of Angola and Mozambique. The WASH Senior Officer reports to the Programme and Operations Manager in Maputo and supports the WASH Coordinator in implementing, coordinating and managing country-level WASH activities, with a focus on delivering awarded WASH projects. Mozambique faces tropical cyclones, riverine flooding and drought, and recurrent cholera outbreaks, so the role leads WASH preparedness and response for disasters and water-related disease outbreaks.

Key responsibilities

• Provide technical guidance on water supply, sanitation, hygiene promotion, vector control and solid waste management, and lead technical reviews of proposals, designs, bills of quantities and procurement requests.
• Ensure WASH programmes comply with Sphere standards, IFRC WASH guidelines and national policies, and integrate with health, shelter and climate programming.
• Strengthen the National Societies' WASH capacities, support training for staff and volunteers, and help develop WASH strategies, SOPs and technical guidelines.
• Assist with needs assessments, baseline studies and reporting, and liaise with community leaders, local government and other agencies.
• Monitor and evaluate WASH activities, establish monitoring frameworks and indicators, and ensure timely narrative and financial reporting.
• Dedicate about 50-60% of time to field work, including monitoring, technical supervision and direct engagement with National Society branches and communities.
