Senior Technical Officer – Infection Prevention and Control (IPC)

About the role

The Senior Technical Officer – IPC will provide technical implementation support for infection prevention and control (IPC) and Water, Sanitation and Hygiene (WASH) within the EpiC program in Mozambique. Based in Maputo, the role works closely with the Ministry of Health, health facilities, laboratories and partners to strengthen IPC systems and integrate them with WASH and emergency preparedness.

Key responsibilities

• Plan, implement, monitor and institutionalize national IPC priorities at sub‑national and health‑facility levels in collaboration with MISAU‑DNAM and provincial authorities.
• Lead IPC and WASH assessments using tools such as SBMR, WHO IPCAF and WASH FIT, and develop prioritized, costed improvement plans.
• Provide technical leadership for IPC programs, including SOPs, standard and transmission‑based precautions, environmental cleaning, PPE, healthcare waste management and occupational safety.
• Support surveillance and analysis of healthcare‑associated infections and IPC/WASH indicators to guide quality‑improvement and antimicrobial‑resistance prevention.
• Assist in outbreak preparedness and response for water‑borne diseases, cholera, viral haemorrhagic fevers and respiratory infections, including rapid risk assessments and implementation of CATI/TATI interventions.
• Develop and deliver training, mentorship and supportive supervision for healthcare workers and technical staff.

Required profile

• Strong technical knowledge of IPC standards, practices and program implementation in healthcare and high‑risk settings.
• Experience with outbreak preparedness and response, including risk assessment, isolation, cohorting, PPE use and environmental health.
• Understanding of Global Health Security, AMR, IHR and One Health approaches.
• Fluency in Portuguese and professional working proficiency in English.
