Advocacy Manager – Humanitarian Diplomacy (Mozambique)

About the role

The Advocacy Manager will lead NRC’s humanitarian diplomacy initiative in Mozambique, strengthening principled humanitarian action through strategic advocacy and communications. Based in Pemba, the role works closely with senior leadership to shape and deliver the country’s advocacy agenda.

Key responsibilities

• Develop and implement an advocacy and communications strategy aligned with NRC’s overall country plan.
• Identify and coordinate NRC’s response to priority humanitarian, displacement, conflict and protection issues at national and international levels.
• Lead and manage the advocacy and media team, including budgeting, staff development and administrative duties.
• Produce high‑quality analysis, policy briefs, position statements and public‑facing advocacy materials.
• Represent NRC with key stakeholders, strengthen advocacy networks and coordinate with regional and global offices.
• Ensure coherence between advocacy activities and programmatic priorities and contribute to coordination fora.

Required profile

• Proven experience in humanitarian advocacy, communications or diplomacy.
• Demonstrated ability to lead and manage a multidisciplinary team.
• Strong analytical skills to develop evidence‑based policy products.
• Experience working with NGOs, UN agencies and government stakeholders in a humanitarian context.
