Africa-Based Global Health Security & Diplomacy Consultant

About the role

Abt Global is creating a roster of Africa‑based consultants to support U.S. Department of State‑funded Global Health Security and Diplomacy initiatives. The role involves providing technical assistance to ministries, local institutions and implementing partners across multiple African countries to strengthen health systems, improve financing, and enhance outbreak preparedness.

Key responsibilities

• Assist governments and partners in planning, financing, managing and delivering sustainable health services.
• Support business development activities, including proposal writing and donor engagement.
• Provide expertise in health system strengthening, public financial management, digital health, supply chain, and emergency preparedness.
• Contribute to the design and implementation of disease surveillance, laboratory strengthening, and community‑based service delivery.
• Facilitate capacity building for local institutions, workforce development, and change management.

Required profile

• Advanced degree in public health, medicine, epidemiology, health economics, health policy, international development or related field.
• Extensive experience with donor‑funded health programs in low‑ and middle‑income countries.
• Proven track record working with ministries of health, finance, national public health agencies and development partners.
• Demonstrated ability to design country‑led, sustainable health solutions.
