Capacity Strengthening Officer – ECHO Mozambique

About the role

The Capacity Strengthening Officer will support the ECHO project in Mozambique, reporting to the Director of Health Systems Strengthening. Based in Maputo, the officer will work with national and provincial health authorities to design and implement capacity‑building strategies that enable sustainable HIV/AIDS program delivery.

Key responsibilities

• Lead the design and implementation of capacity strengthening strategies aligned with ECHO transition objectives and government priorities.
• Define capacity‑building priorities in collaboration with the HSS Director, provincial coordinators and technical teams.
• Translate strategic goals into actionable plans at national and provincial levels.
• Support the development of provincial and district work plans and performance monitoring frameworks.
• Collaborate with provincial teams, technical leads and government counterparts (DPS/SPS, SDSMAS, health facilities) to ensure alignment and ownership.
• Integrate data use, performance management and systems thinking to improve governance, resource use and program outcomes.
• Monitor and evaluate the impact of capacity‑building activities and adjust approaches as needed.

Required profile

• Proven experience in health systems strengthening or capacity building in low‑resource settings.
• Familiarity with HIV/AIDS programs and public health systems.
• Ability to work effectively with government ministries and sub‑national structures.
• Strong analytical, strategic planning and stakeholder‑engagement skills.
