Chief Education – Learning, Skills & Engagement (P-5)

About the role

The Chief Education provides strategic leadership for UNICEF Mozambique’s Learning, Skills and Engagement (LSE) programme, translating the Country Programme vision into scalable strategies that improve foundational learning, expand inclusive pathways, and strengthen system resilience.

Key responsibilities

• Strategic leadership, accountability and management of the LSE section.
• Integrated programme design, planning and quality assurance across the three LSE outputs.
• Programme management, monitoring for results, evidence generation and demonstration of impact.
• Policy dialogue, systems strengthening and institutionalisation of scalable models.
• Partnerships, advocacy and resource mobilisation for learning, skills and engagement.
• Innovation, knowledge management and capacity development.

Required profile

• Master’s degree in Education, International Development, Social Science, Economics, Public Policy, Youth Development or related field.
• Minimum 10 years of relevant experience in education, programme management, skills development, adolescent development, monitoring & evaluation, or related areas.
• Proven experience in strategic leadership, large‑scale programme design, monitoring, and resource mobilisation.
• Demonstrated ability to use data and evidence to improve programme quality and inform policy.
• Experience providing senior policy advice to ministries and coordinating multidisciplinary teams and complex partnerships.
• Fluency in English; knowledge of Portuguese or another UN language is an asset.
