Community Liaison Officer

About the role

The Community Liaison Officer will serve as the primary point of contact between Heading Moçambique’s project teams and the communities in Cabo Delgado. The role ensures effective communication, manages stakeholder relationships, and addresses community concerns to support project success.

Key responsibilities

• Maintain regular engagement with local authorities, community leaders, groups and households, acting as a trusted liaison.
• Coordinate and support stakeholder engagement activities such as surveys, consultations, awareness campaigns and public meetings.
• Manage the Village Liaison Officers network, ensuring clear information flow between communities and project teams.
• Document and track community grievances, facilitate assessments, investigations and communicate outcomes to complainants.
• Identify emerging social risks, misinformation or conflicts and report them through appropriate channels.
• Collect and analyse socio‑economic data on migration, employment, income sources and local business activities.
• Ensure all engagement activities comply with project policies, ethical standards and regulatory requirements.

Required profile

• Degree in socio‑economics, external affairs, law, sustainability or a related field.
• 5–8 years of experience in community relations, grievance management or social performance.
• Proven leadership experience managing teams in complex operational environments.
• Experience working with government, community leaders, CSOs and vulnerable groups.
• Excellent written and verbal communication skills; fluency in English and Portuguese.
• Knowledge of local languages (Swahili, Kimwane, Makonde or Makua) is an advantage.
• Strong organisational, coordination and planning abilities.
