Consultant – EWENE Strategic Framework (Remote, Travel)

About the role

UNICEF is seeking a qualified consultant to develop a strategic framework for the EWENE (Every Woman, Every Newborn, Everywhere) programme in Mozambique. The assignment is home‑based with travel to one province for field visits and workshops, lasting four months.

Key responsibilities

• Conduct a literature review of Mozambican EPMM and ENAP/PACRN and relevant global documents.
• Engage with national technical groups, the Directorate of Public Health, and other stakeholders to map intervention areas.
• Visit a rural health centre, a district hospital and a provincial hospital to assess service quality.
• Facilitate two workshops and integrate participants’ inputs into the draft framework.
• Produce a 30‑50‑page strategic framework in Portuguese, including a budget, and validate an English translation.
• Prepare a bilingual PowerPoint presentation for the final delivery.

Required profile

• Advanced university degree (Master’s or higher) in Health or Public Health.
• At least five years of experience working on Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) in Mozambique.
• Proven ability to develop strategic documentation and cost plans.
• Fluent in Portuguese and English.
