Technical Officer – Evidence-Based Public Health Messaging & Community Engagement

About the role

The Technical Officer provides technical leadership for evidence‑based public health messaging and community engagement within the EpiC Global Health Security and WASH project in Mozambique. The role ensures that risk communication is integrated across surveillance, laboratory, outbreak response and emergency management activities, and that communities can give feedback and participate in response efforts.

Key responsibilities

• Provide technical leadership and coordinate evidence‑based public health messaging and community engagement across surveillance, laboratory, outbreak response and emergency management activities.
• Strengthen systems to detect and manage misinformation, incorporate community feedback, and support infodemic management.
• Develop and monitor work plans, track deliverables, and support communication components of outbreak simulations and preparedness exercises.
• Design scopes of work, select and oversee community‑based partners, and ensure quality of partner‑led engagement activities.
• Participate in coordination meetings with government, partners and project teams, and prepare technical inputs for reports and knowledge products.
• Contribute technical input to proposal development and strategic planning for EMCE/RCCE.

Required profile

• Bachelor’s degree (or equivalent) in a relevant field such as Communication, Public Health, Social Marketing, Development, or related disciplines.
• Minimum of 4 years of experience delivering community engagement programmes in NGOs, government agencies or the private sector.
• Demonstrated ability to work in culturally diverse settings and to handle ethical, political and contextual issues.
• Strong organizational, analytical and problem‑solving abilities, with experience preparing reports and monitoring data.

Required skills

• Proficiency with Microsoft Office Suite, including Office 365, SharePoint, Zoom and Teams.
• Data analysis and interpretation skills for monitoring communication effectiveness.
• Report writing and presentation preparation.
