Consultant for OHCHR Mozambique: Assess Armed Forces Human Rights Compliance

About the role

The Office of the High Commissioner for Human Rights (OHCHR) is seeking an experienced consultant to support its work in Mozambique. The consultant will assess the institutional framework of the Mozambican Armed Forces (FADM) for compliance with international human rights standards and help develop related standard operating procedures.

Key responsibilities

• Support OHCHR Mozambique in evaluating the FADM’s compliance with international human rights norms.
• Assist the international consultant in drafting a standard operating procedure (SOP) on a selected human‑rights thematic area.
• Participate in organizing a consultation workshop with OHCHR and the Ministry of Defense of Mozambique.
• Incorporate feedback from the validation workshop into the draft SOP (home‑based work).
• Liaise with OHCHR staff in Mozambique, the Regional Office for Southern Africa, and Headquarters.
• Ensure integration of a gender perspective throughout the assignment.
• Perform other related duties as required.

Required profile

• Advanced degree in law, political science, international relations, social sciences or a related field (or equivalent combination of first‑level degree plus two years experience).
• Minimum ten years of relevant experience in human rights, peace and security, preferably working with government or armed‑forces institutions.
• Demonstrated knowledge of human‑rights issues affecting armed forces.
• Fluency in English; knowledge of Portuguese is desirable.
