Human Rights Officer (TJO) – Pemba

About the role

The Human Rights Officer (TJO) will be based in the Office of the High Commissioner for Human Rights (OHCHR) in Pemba, Cabo Delgado, Mozambique. The role involves monitoring, investigating and reporting on compliance with international human rights and humanitarian law, and providing evidence‑based advice to UN leadership and national authorities.

Key responsibilities

• Conduct substantive monitoring of human rights and international humanitarian law implementation and follow up on recommendations from UN mechanisms.
• Collect, document and analyse evidence on civil, cultural, economic, social and political rights, integrating gender and "leave‑no‑one‑behind" perspectives.
• Lead field verification missions, early‑warning exercises and fact‑finding investigations, ensuring victim and witness protection standards.
• Draft, review and disseminate human rights reports, briefings and analytical papers to inform policy, programme design and crisis management.
• Advise national counterparts on drafting technical inputs for constitutions, legislation and security‑sector reforms that meet international standards.
• Contribute to the development of strategies on civilian protection, conflict‑related sexual violence and child protection.

Required profile

• Strong knowledge of international human rights law, humanitarian law and UN human‑rights mechanisms.
• Experience in monitoring, data collection and analysis, with ability to produce evidence‑based reports.
• Field experience in conducting verification or investigative missions, including adherence to protection standards.
• Ability to work collaboratively with national authorities, UN entities and civil‑society partners.
• Commitment to gender integration and the "leave‑no‑one‑behind" agenda.
