Humanitarian Access and Safety Coordinator – Mozambique (Pemba)

About the role

The Humanitarian Access and Safety (HAS) Coordinator supports safe and principled humanitarian programming in Pemba, Mozambique. Reporting to the Area Manager and technically overseen by the HAS Manager, the role is a core member of the Area Management Group.

Key responsibilities

• Implement the NRC Global HAS Management System at the area level and produce required reports.
• Maintain up‑to‑date analysis of the humanitarian context, briefing management on security developments, access challenges and emerging threats.
• Develop area‑level HAS documents such as contingency plans, access strategies and context‑relevant SOPs.
• Support the HAS Manager in conducting Security Risk Assessments (SRAs) and rapid SRAs for new locations, and help implement mitigation measures.
• Facilitate training for staff and partners, including Hostile Environment Individual Security Training (HEIST), Field First Aid, drills and simulations.
• Coordinate with external actors, build stakeholder relationships and promote humanitarian access and protection of humanitarian space.
• Ensure compliance with NRC policies, guidance and procedures related to access and safety.

Required profile

• Strong understanding of humanitarian contexts and security dynamics.
• Experience developing access strategies, contingency plans and SOPs.
• Ability to conduct and support security risk and access assessments.
• Proven capacity to work with diverse stakeholders and coordinate training activities.

Required skills

• Hostile Environment Individual Security Training (HEIST).
• Field First Aid.
• Security Risk Assessment methodology.
