Humanitarian Access & Safety Technical Officer – Mozambique (Pemba)

About the role

The Humanitarian Access and Safety (HAS) Technical Officer supports safe and principled delivery of NRC programmes in Mozambique, working closely with the Area Manager and the HAS Manager. The role requires frequent field presence in Pemba and surrounding areas to manage access, safety and security challenges.

Key responsibilities

• Support implementation of the NRC Global HAS Management System at area level and prepare required reports.
• Execute area‑focused elements of the HAS Operational Plan and promote Safe and Inclusive Programming Minimum Standards.
• Develop and maintain area‑level HAS documents such as contingency plans, access strategies and Standard Operating Procedures.
• Monitor the humanitarian context, brief management on security developments, exposure, access challenges and emerging threats.
• Assist the HAS Manager with Security Risk Assessments (SRAs) and access assessments, including rapid SRAs for new locations.
• Conduct drills, train staff on access, safety and security topics and provide regular briefings.
• Liaise with UN agencies, NGOs, local authorities and other actors to share and obtain security information.

Required profile

• Proven experience in humanitarian access, safety or security within conflict‑affected settings.
• Ability to work in the field, produce clear reports and support safe programming.
• Strong understanding of NRC HAS policies, risk‑assessment methodologies and duty‑of‑care principles.
• Excellent communication skills for briefing staff and coordinating with external partners.
