International Consultant – Human Rights Assessment of Mozambique Military

About the role

The Office of the High Commissioner for Human Rights (OHCHR) in Mozambique seeks an experienced International Consultant to evaluate the institutional framework of the Mozambican Armed Forces (FADM) against international human rights standards. The role combines remote analytical work with on‑site coordination in Maputo.

Key responsibilities

• Assess the FADM’s institutional framework for compliance with international human rights norms.
• Develop a standard operating procedure (SOP) on a selected human‑rights thematic area, aligned with global standards.
• Organise and facilitate a validation workshop in Maputo together with OHCHR and the Ministry of Defense.
• Incorporate workshop feedback into the final SOP draft.
• Coordinate with OHCHR staff in Mozambique, the Southern Africa Regional Office, and Headquarters.
• Ensure gender perspectives are integrated throughout the assignment.
• Perform any other related duties as required.

Required profile

• Advanced degree in law, political science, international relations, social sciences or a related field (or equivalent combination of a first‑level degree plus two years experience).
• Minimum ten years of relevant professional experience.
• Demonstrated knowledge of human‑rights issues affecting armed forces.
• Experience in developing and implementing SOPs.
• Prior work with military institutions is desirable.
