People and Culture Manager (Fixed‑Term) – Maputo, Mozambique

About the role

Under the general supervision of the Representative, the People and Culture Manager is accountable for leading integrated people and culture services that enhance organisational effectiveness and strengthen the capacity of clients to deliver on their business goals. The incumbent anticipates emerging workforce and organisational needs and develops strategic, people‑centred solutions that align with UNICEF’s values and objectives.

Key responsibilities

• Manage the People and Culture unit by setting priorities, monitoring progress and guiding staff performance.
• Provide technical HR/P&C leadership, develop and implement policies, and ensure compliance with HR principles, policies and regulations.
• Act as a strategic advisor to senior management on workforce planning and organisational effectiveness.
• Coordinate recruitment, talent management, learning and capacity development, and HR analytics.
• Lead change‑management initiatives, foster an inclusive workplace culture and strengthen emergency workforce readiness.
• Drive organisational transformation, staff engagement, wellbeing and leadership effectiveness, promoting diversity and inclusion.

Required profile

• Master’s degree or equivalent in Human Resources Management, Business Administration, Psychology, Social Sciences or related fields.
• Minimum eight years of professional experience in human resource management within an international organisation or large corporation.
• Fluency in English; knowledge of Portuguese, Spanish or Italian is highly desirable.
• Proven experience in HR leadership, change management, policy advisory, risk compliance and learning & development.
